Atrios and Josh Marshall have good things to say. However, what makes Brown's situation somewhat unique is the extent to which he was scapegoated by the administration. Also, like Iraq, Katrina is still very much a continuing scandal and Brown has at this point admitted to a myriad of things he should have done that he didn't do, like pressing for the earlier activation of the army and not taking days to arrange busses for those trapped in the Superdome and at the Convention Center. I don't think I'd ever expect a federal official to criticize the administration in the midst of a crisis, however, why didn't Brown considering resigning before Katrina to signal he thought something was very wrong with the current DHS structure.
...Brownie tells us why he couldn't quit here.
