Social Security?

So, Bush's plan to wreck Social Security hit a brick wall because of all the talk about reducing guaranteed benefits. Am I right to think he now wants to keep the guaranteed benefit + add on private accounts + raise the wage cap? How do his Republican friends feel about this?
