Not enough attention has been given to this. There was an international consensus that Saddam possessed WMD at the time of the December 2002 U.N. resolution which called for renewed inspections, but not when the United States chose to go to war three months later.
Why? Because inspectors couldn't find anything to support administration claims that Iraq possessed illicit weapons. Why, oh why didn't we listen to them?
