Does he mean Bush is two-faced?

Kerry reacts to Bush's flight suit comment from Madison, Wisonsin:

Just this morning we learned he would do it all over again and dress up in a flight suit and land on an aircraft carrier and say mission accomplished all over again...The President continues to live in a fantasy world of spin. I will never be a president who says mission accomplished. I will be a president who gets the mission accomplished and that's the difference.

says one thing and does another.
