This is why I still trust the Times. When they see unfair coverage of anyone, they attempt to "turn the tables." Note the headlines of the following articles:
Kerry Turns Tables on Bush and Cheney Over War Records
Second Time Around, Bush Is Forgoing a Visionary Agenda
Both articles counter conventional wisdom - a) That the medals "controversy" puts Kerry on the defensive over his war record and b) That Bush has a general election message while Kerry does not. The second article maintains Bush has no message at all other than a jumble of old policy proposals.
